: (1) Regarding the exchange of postal items by ordinary post or by registry or by insurance or payment of value by post, Nepal …………. And the government of Nepal can make rules to implement the arrangement between other foreign countries or the convention of the Universal Postal Union (World Postal Union).
(2) Without prejudice to the generality of the rights given by sub-section (1), the following may be specifically provided for in those rules:-
(a) the manner in which the form of declaration to be filled in by the sender when posting the postal items and the addressee when taking delivery, and
(b) Fees for sending postal items as written in sub-section (1).
